It includes three targeted areas in Iraq (Sulaymaniyah, Hilla, and the marshes in the south). The program is based on three primary objectives. Preparing local area development plansEconomic recovery and job creationDevelop physical and social infrastructure and adopt a labor-intensive approach (BIC) was established within the framework of the second objective of this program through the signing of a memorandum of understanding between the Basra Chamber of Commerce and the United Nations Office for Project Services on October 27, 2008 as one of the three centers established in each of Sulaymaniyah, Hilla, within the same program.
